broker technical's issue doesn't break any rule of SC, so even you unable to sell/buy any shares then caused you loss $$.. broker also no any responsible on it..

today 20/10/26 rakuten trade still cannot place buy/sell order via their online (desktop/mobile) platform.. only via call, but their call line always busy. nobody answer one..
