It's common to have second balloting. Coz MIH/TRICOR/ASCSERV will sort through all the successful applicants biodata and CDS numbers for the first round. If there are errors eg redundant names/wrong CDS numbers of them, will be disqualified. Their shares will then be alloted to those selected for second balloting.
