Dato' Seri (Dr.) Haji Abdul Rafique bin Abdul Karim is a Penang-born entrepreneur with over 50 years of business experience across multiple sectors, including retail, construction, property development and investment.

He completed his Higher School Certificate from Penang Free School in 1974 and subsequently joined his family's textile business, F.A Karim Cloth House, where he gained early experience in sales and marketing. He later diversified into construction and property development through Syarikat Manora Sdn Bhd, contributing to the development of various housing and commercial projects in Penang. He also founded Al Rokiah Karim Holdings Sdn Bhd, an investment holding company with interests in textiles and property investment.

He has held directorships in several companies, including Unimech Group Berhad (a company listed on the Main Market of Bursa Malaysia Securities Berhad), Labursama Sdn Bhd, Airtropolis Sdn Bhd and Cyberguard Systems Sdn Bhd. He currently also serves as an Independent Non-Executive Director of Coraza Integrated Technology Berhad. 

In addition to his corporate roles, he has been actively involved in business and community organisations, including the Penang Malay Chamber of Commerce and the National Malay Chamber of Commerce, where he held various leadership positions. He has also served as the Honorary Consul-General of Pakistan in Penang since 2007.

In recognition of his contributions to business and society, he has received numerous honours and awards, including state awards from the Government of Penang, namely the DSPN (2006), DMPN (2010) and DGPN (2019), the "Tamgha-i-Pakistan" award in 2016, an Honorary Doctor of Civil Laws in 2023, and the World Muslim Entrepreneur Excellence Award in 2025.
